Harkins Development Corporation was founded in 1974 by C. William ("Bill") Harkins, a Florida and Colorado Licensed Professional Civil Engineer, a Class A General Contractor, and a commercially focused real estate broker. An active civic and business leader in Central Florida, Bill is a member of the Seminole County/Lake Mary Chamber of Commerce, a past president and 30+ year member of Longwood Rotary Club, and a member of the Commercial Builder's Council of the Mid-Florida Home Builder's Association. Most recently, Bill is a member of Board of Directors for United Legacy Bank and a benefactor of Easter Seals Camp Challenge.

Over the past thirty years, Harkins Development Corporation has evolved from a premier custom home building operation into a highly regarded commercial general contracting firm whose specialty has become the design/build delivery system. A multiple winner of the coveted Central Florida Parade of Homes Award (the most recent one in 2007), Harkins Development Corporation has likewise earned a stellar reputation among Orlando's business professionals, having constructed numerous buildings for medical, surgical, dental, and veterinary specialties as well as for a host of various general businesses including retail centers.

Recent years have seen the completion of three new veterinary clinics, three new out-patient surgical facilities following all AHCA requirements, two drive-in bank buildings, and approximately 60 one and two story general use office buildings and "flex-space" office/warehouse facilities.
