Responsibilities

Mr. Harkins has been part of the Central Florida building industry since 1974. Prior to entering the building industry, Harkins supervised hotel construction and worked 3 years as a designer of concrete and steel buildings for architectural and engineering firms.

Under his guidance, Harkins Development Corporation has built numerous commercial and industrial buildings and more than 200 luxury custom residences throughout Central Florida.

A civic and industry leader, Mr. Harkins has built Harkins Development Corp. into a full-service real estate development firm offering commercial, industrial and residential construction services, land acquisition services, contracting, leasing and property management to businesses and individuals across Central Florida.

Matthew W. Harkins
President

Responsibilities

As President, Matt will focus on continuing the reputation and growth of the company and overseeing all the aspects of the company.  To include sales, marketing, construction and client relations. 

Matt’s construction experience began in high school where he spent summers as a masonry laborer. After college, he enjoyed successful careers in restaurant and retail sales management, then joined the family business in 2000. He applied his organizational and problems-solving skills to overseeing clients’ selection of outside design consultants, and assisted vice-president Al Vinacke in coordinating subcontractors and suppliers required in “value engineering” efforts during the pricing phase of projects. Eager to learn the building business, he earned positions as project superintendent, project manager, and corporate safety officer.

In 2003, Matt assumed the lead corporate responsibility for sales and marketing. His primary focus is client relationships. Matt strongly believes in active communication and interaction with clients to insure their understanding of all project phases. Once a bond of trust is built, clients feel free to pursue their own businesses without undue concern about their projects. Matt’s insistence on making the client part of the construction team have not only resulted in repeat customers, but since his assumption as head of business development, Harkins Development Corporation’s revenue has increased from six million dollars to thirty million dollars in three years.

Alan R. Vinacke

Responsibilities

Mr. Vinacke is responsible for coordinating and overseeing all construction undertaken by the company, both in the commercial and residential divisions. His building experience affords clients the benefit of a seasoned professional in command of their construction project.

From pre-construction to the commissioning of each building, Mr. Vinacke's oversight includes all aspects of the design and construction process such as value engineering, constructability reviews, estimating, bidding, purchasing, scheduling, vendor coordination, project management and turnover to the owner.

Mr. Fracasso is responsible for establishing project target schedules, coordinating pre-construction activities; provide support to our Project Managers with HDC systems and construction related issues, monitor production, changes, quality, and overall performance of our construction team and projects from start to completion.

Lee come to HDC with a wide range of construction, overall business skills, and wealth of knowledge in the industry. Lee has proven track record for purchasing the best products/services for the best possible prices and he understands that the bottom line must coincide with quality product. He is responsible for all budgeting, estimating and, purchasing for HDC. With over 40 years of experience Clients can rest assured that they have the best possible person in charge of negotiating the very best product for the best possible price EVERY time.

Fred Metz
Business Development Manager

Fred joined Harkins Development Corporation in 2004 following a seven year career in staffing sales and sales recruiting.  His proven track record of exceeding client expectations combined with his Masters Degree in Corporate Communications and Technology serve him well in effectively working within the complex business world of commercial real estate.  Fred takes particular pride in individualizing service to clients, and endeavors to make their business experience with our firm highly satisfactory.

Fred’s well rounded experience includes the sales of $ 24,000,000.00 of commercial mixed use products, government relations, permit expediently, as well as Project Supervision.  His efforts are focused on clients, with his main responsibility being support in both their financial and business arenas.  Fred’s additional responsibilities include meeting with local municipalities to expedite permitting and zoning issues that arise on projects along with liaison between our office and architects, engineers and designers to ensure client milestones are met to keep projects on schedule.

A Florida licensed real estate agent, Fred’s license is with Harkins Realty, Inc.  Fred will assist both Harkins Realty, Inc. and Harkins Development Corporation with land acquisitions, sales and leasing.

Sue Russell
Accounting Manager
Human Resource Associate

Responsibilities

Educated at Ohio University, Sue has been involved in accounting for over 38 years with Construction and CPA firms. Upon retiring to Lake Mary, FL from Ohio, she soon became a Harkins employee. As the Accounting Manager and Human Resource associate in the corporate office, Sue has a challenging, interesting and lively position. Now into her 8th year with the company, Sue's goal is to finish her career with Mr. Harkins and the team.

Maria Clark
Office Manager

Responsibilities

Hired by Harkins Development Corporation in 1990 as part time assistant to the Office Manager. After 16 years, Maria now works full time as Office Manager, handling the day to day routine responsibilities around the office; Leasing Agent, handing day to day activities such as writing and maintaining checking accounts, collecting rent and keeping up with phone calls associated with numerous office complexes owned by Mr. Harkins; and Personal Secretary to Bill Harkins.
